Tactical Workforce Plans outline key goals, actions and success measures to address critical workforce needs identified by employers during the 2025 Opportunity Now Regional Talent Summits.
The 2025 Opportunity Now Regional Talent Summits convened leaders from seven regions to identify critical workforce needs and discuss career pathway solutions to address those needs. These summits resulted in Tactical Workforce Plans, which outline key actions, goals and measures to address workforce challenges through 2030. The draft plans are currently under review by Regional Action Committees and are open for comment from employers in each region.
Led by Local workforce development boards, the Regional Action Committees are made up of leaders from across business, education and workforce. The Committees were formed to ensure a collaborative, regional approach to ensuring that the workforce plans include actionable goals, strategies to address critical workforce needs in the region and key indicators to assess progress of the plans and ensure the efforts contribute to long-term regional competitiveness and economic strength.
The workforce plans were drafted by Innovate Work Consulting who facilitated the seven regional summits and are now being reviewed by the Regional Action Committees who are gathering additional feedback from employers and key leaders who will contribute to plan implementation.
Once finalized, the plans will be published in the Talent Pipeline Report released in December 2025 and integrated into Colorado’s Workforce Innovation and Opportunity Act state, local and regional plans, creating an ongoing mechanism for accountability and reporting.
The CWDC will oversee accountability and reporting and will do so in close partnership with the Office of Economic Development and International Trade.
To ensure implementation success, Regional Action Committees have access to technical assistance and support offered by intermediaries and workforce and education leaders and subject matter experts throughout the state. Additionally, Colorado Succeeds is convening the Colorado Talent Academy which is training nearly 40 regional leaders on Talent Pipeline Management, a methodology that can be used independently or in combination with sector partnerships to advance scalable talent solutions.
