Addressing Workforce Needs with Regional Talent Summits

The Regional Talent Summits Act, enacted by House Bill 24-1365, aims to address workforce shortages by convening state and regional stakeholders to discuss economic and workforce needs, and the programs and resources that might address those regional needs. These industry-led discussions resulted in tactical workforce plans that develop career pathways in specified fields facing regional workforce challenges.
Through a competitive process that occurred in fall 2024, seven regional hosts and one program facilitator were selected to lead this statewide initiative. The seven summits took place February through June 2025.

Moving to Action: Driving Tactical Workforce Goals
To ensure ongoing accountability, existing reporting structures between CWDC and local workforce boards through the Workforce Innovation and Opportunity Act (WIOA) are being leveraged for these summit outcomes to come to life regionally, and ensure effective statewide support.
Annually, progress will be reported through local WIOA Plans and then published in the Talent Pipeline Report through 2030. CWDC shall coordinate with local entities and across state agencies to support regional goals.
Actions named in Tactical Workforce Plans were developed by the voice of industry. For Tactical Workforce Plans to represent strategic investment in long-term regional competitiveness and economic resilience, local workforce boards have developed Regional Action Committees to ensure tactics and outcomes continue to be championed by business and are appropriate solutions for business.
The Roles of Regional Action Committees
Regional Action Committees (RACs) are responsible for reviewing, updating and implementing the Tactical Workforce Plans developed as a result of the Opportunity Now Regional Talent Summits.
RACs carry out their efforts in collaboration with other business, education, workforce and economic development partners to ensure there is continued alignment with the goals and desired outcomes that have been reviewed and approved by initial industry attendees of the 2025 Regional Talent Summits.
