Press Release: Colorado Workforce Development Council Announces Regional Action Committees to Drive Workforce Plans From Regional Talent Summits

(DENVER) — The Colorado Workforce Development Council (CWDC) and Office of Economic Development and International Trade (OEDIT) announce the formation of Regional Action Committees. These Regional Action Committees will be responsible for the execution of the two- and five-year tactical regional workforce plans informed by industry leaders through the 2025 Opportunity Now Regional Talent Summits

The summits, enacted by House Bill 24-1365, resulted in the development of Tactical Workforce Plans that outline key actions to address critical workforce challenges between now and 2030. Key themes from the summits are defined below in four foundational investment pillars:

  1. Igniting the Future Talent Pipeline
  2. Energizing a Skills-Based Economy
  3. Architecting High-Impact Partnerships
  4. Removing Talent Barriers

Regional Action Committees—led under the guidance of local workforce boards—will advance industry-led goals. These efforts will ensure plans foster long-term regional competitiveness and economic strength. Additionally, businesses will continue to champion strategies that address the unique challenges of their regional and local communities. 

Regional Action Committees will be responsible for reviewing, updating, and implementing Tactical Workforce Plans in collaboration with business, education, workforce, and economic development partners. Together, they will ensure continued alignment with the goals and desired outcomes that were reviewed and approved by industry participants of the Talent Summits.

“As a state, we are doubling down on workforce development to connect Coloradans to good-paying jobs while supporting regional economic development goals. These Regional Action Committees will ensure that the critical work begun at this year’s Regional Talent Summits continues, enacting the visions of community and business leaders across the state to meet each region’s unique goals and needs,” said Eve Lieberman, OEDIT Executive Director. 

Each Tactical Workforce Plan details the strategies, tasks, resources, timelines, and contributors necessary to achieve the two- and five-year goals developed by industry, education, and workforce development leaders. These plans provide regional leaders with tools to organize, prioritize, and advance efforts to meet the talent demands of today and tomorrow. In order for these plans to truly reflect strategic investment in long-term regional competitiveness and economic resilience, Regional Action Committees are vetting with industry partners which tactics they are ready to champion, the projected key performance indicators for outcomes, and underscoring the expected return on investment. 

“The work of the Regional Action Committees will allow responsiveness to business needs with broad stakeholder input,“ said Managing Director Lee Wheeler-Berliner, Colorado Workforce Development Council. “This approach will continue to engage businesses directly for their critical guidance in developing the current and future workforce.”

Industry leaders interested in championing local solutions are encouraged to connect with their Regional Action Committee to get involved and engage. Regional Action Committees, in partnership with local workforce development boards, will submit progress on an annual basis to the CWDC as part of the existing reporting structure with local boards through the Workforce Innovation Opportunity Act State Plan. Progress will be shared in the subsequent Talent Pipeline Report.
