Gwen Carter


Operations Manager

Gwen is the operations manager for the Colorado Workforce Development Council Office. In her role, Gwen manages all internal and external operations functions of the CWDC. This includes managing the CWDC’s procurement and contracting needs, overseeing the budget, coordinating team projects and grant opportunities, managing business, and benchmark metrics, and acting as the CWDC’s liaison to CDLE’s finance and accounting offices. Gwen has prior experience in purchasing, IT, and human resources, including five years as a member of CDLE’s HR team. Gwen is a 3rd generation Coloradan who enjoys visiting the many State and National Parks throughout the state as well as traveling near and far.  She also has a passion for resurrecting and restoring old furniture and considers herself the ultimate recycler.
