The Colorado Workforce Development Council (CWDC) and TalentFOUND partners hosted the Unlocking Workforce Outcomes Data webinar May 28, 2025, to share new insights on data related to programs on the Eligible Training Providers List or ETPL. The webinar and accompanying data report aim to enhance transparency and usability of workforce information, advance the objectives of the Workforce Innovation Opportunity Act (WIOA) State Plan, and promote informed consumer choices for all Coloradans.

Webinar Highlights
History of the ETPL: CWDC Managing Director Lee Wheeler-Berliner reviewed federal and state regulations for the ETPL and constraints to data collection and reporting, including Colorado privacy laws, technology, and data matching.
New ETPL report: Colorado Department of Labor and Employment Manager of Systems, Data, and Reporting Mark Duey highlighted data on individuals participating in ETPL programs, program costs, completion rates, and mean quarterly earnings; and zoomed in on outcomes for the WIOA Title I populations of Adults, Dislocated Workers, and Youth.
Future State: CWDC Digital Tools Consultant Ari Antonio described the state’s plans for the ETPL and its support of other state platforms. Plans include technological upgrades to the ETPL’s processes and system, increased integration with other state systems such as Connecting Colorado; and enhanced data collection and reporting enabled by automated data transfers, contributing to the State Longitudinal Data System, and stronger policy enforcement.
Credentialing and Skills-first Practices: CWDC Senior Consultant of WIOA and Policy Innovation Jessica Maiorca described how improvements to Colorado’s ETPL will help identify credentials of value, contribute to the creation of a Colorado Credential Registry, and advance skills-first hiring practices across the state.
Enhanced Data Transparency as a Tool for the TalentFOUND Network
The CWDC hopes that enhanced data transparency can empower partners, including educators, training providers, and community organizations to better align training and education with the evolving needs of Colorado’s employers and workforce.
This effort reflects the CWDC’s ongoing commitment to leveraging data-driven insights to strengthen the state’s workforce development system and ensure that all Coloradans have access to the resources and information necessary to achieve their career goals. The focus on both partner engagement and individual empowerment underscores the CWDC’s approach to building a thriving and responsive workforce in Colorado.
The CWDC wishes to thank the Colorado Department of Labor Employment - Division of Employment and Training, and the Colorado Department of Higher Education for their partnership on this webinar. Colorado state agencies are working to improve transparency, report on Colorado-specific earnings outcomes, empower learners with better information, and gather feedback to improve reporting formats and usability.
