Supporting efforts to enhance transparency, the Colorado Workforce Development Council (CWDC) is sharing a data analysis of Eligible Training Provider List (ETPL) programs' wage outcomes. This is a federally required list that details which programs receive public Workforce Innovation and Opportunity Act (WIOA) funding. Thank you to the Colorado Equitable Economic Mobility Initiative for the analysis of these data.
WIOA is a federal program to help job seekers prepare for employment in in-demand jobs, find and keep a job, and increase their earnings. Among other supports, it funds training for individuals who qualify for WIOA. Priority must be given to individuals who receive public assistance, earn a low income, or do not have basic skills. Serving veterans is also a priority for all U.S. Department of Labor programs.
The data set analyzed included seven program years, PY2018 to PY2024, of data for WIOA-funded training. The data points analyzed include:
- Program/Provider: Name of the program and the provider
- Program completions: Percentage of participants who completed the program
- Average Q4 post mean wage: The average wage earned in the quarter (three months), one year after the participant completed the program. Please note, the data points used to develop this average are whatever that person earned for that specific quarter, whether they were working one full-time job for all or part of the quarter, working one or more part-time job(s) for all or part of the quarter, or just worked for a week of the quarter.
- Average Q3 pre mean wage: The average wage earned three quarters before the individual started in the training program. Similar to the Average Q4 post mean wage discussed above, there is no indication of full-time, part-time, etc.
- Provider location: Provider address and zip code.
- Learner cities and zip codes: Cities and zip codes where program participants live.
Programs from the seven years analyzed were divided into three tiers:
- Tier 1 Programs: In at least one program year analyzed, the program has 10 or more successful completions
- Tier 2 Programs: Across all seven program years, the program has 10 or more successful completions, but no single program year has 10 or more completions
- Tier 3 Programs: Across all seven program years, the total summed number of successful completions is less than 10. Tier 3 has been excluded from provider-level data due to insufficient sample size.
Both summary and provider-level data are included in the analysis. The provider-level data are broken out across WIOA programs: Adult, Dislocated Worker, and Youth.
