Playbook
In response to requests from businesses, the CWDC created the Talent Development Playbook to help businesses hire, train, and keep talented employees and identify and implement the talent development strategies that best meet their needs.
In these challenging and uncertain economic times, refining your approach to attracting, hiring, developing, and retaining highly talented employees is an investment in the ongoing strength and competitiveness of your business. This resource provides an overview of evidence-based talent development strategies, the business benefits of the strategy, tips for how to get started, and case studies on how Colorado employers are putting the strategies into practice.
The CWDC offered a one-day virtual training on Feb. 2, 2021 to support business services champions in utilizing the Talent Development Playbook and its strategies to address local talent development needs. Below are resources from the training:

Talent Development Playbook
The playbook is designed for employers who are interested in a practical resource to help refine how they attract, hire, develop, and retain employees. This resource provides:
- An overview of evidence-based talent development strategies.
- The business benefits of each strategy.
- Tips for how to get started with each strategy.
- Case studies on how Colorado employers are putting the strategy into practice.
Strategies Released Monthly in 2020
New strategies were released monthly from June through November 2020. These approaches were selected because they are effective no matter the economic conditions.
June - The Teaching & Learning Employer
Playbook content released in June focuses on how an intentional talent development strategy can benefit your business, career pathways, and apprenticeships.
July - The Agile Employer
Playbook content released in July focuses on strategic workforce planning and successful strategies for transitioning to remote work.
August - Recruitment & Retention
Playbook content released in August focuses on strategies for recruiting and retaining quality employees, including skills-based hiring, upskilling, reskilling, and ownership culture.
September - Diversity, Equity & Inclusion
Playbook content released in September focuses on diversity, equity, and inclusion practices and how intentional implementation of these strategies benefits both businesses and workers.
October - Partnering for Success
Playbook content released in October focuses on creating strong partnerships to support talent success, including partnering at a shared table through sector partnerships and opening doors to training and talent with education and workforce partners.
November - The Purpose-driven Employer
Playbook content released in November focuses on the steps businesses can take to strengthen their operations by focusing on shared value with employees, suppliers, and communities.
Talent Development Thursday Webinars
The CWDC hosted monthly webinars on Thursdays from July - November 2020 as new content was released. During the webinars, experts in the strategies outlined in the playbook shared key tips to get you started with these efforts and were joined by employers sharing their stories about why they chose to implement these strategies and how they are working for them. July 30, 2 - 3:30 p.m.
The July webinar focused on career pathways, apprenticeships, and remote work strategies to train, attract, and retain employees.
August 27, 2 - 3:30 p.m.
On the August webinar we heard from employers about their approaches to attracting and retaining high-quality talent.
September 24, 2 - 3:30 p.m.
The September webinar focused on how diversity, equity, and inclusion practices benefit businesses and workers. We heard from employers and experts about how they are focusing through an equity lens to strengthen their businesses.
October 22, 2 - 3:30 p.m.
The October webinar focused on partnerships that have supported businesses' talent success. We heard from employers about the benefits they’ve received from engaging in sector partnerships and how they’ve effectively worked with K-12, postsecondary, and workforce to address their talent development needs.
November 19, 2 - 3:30 p.m.
The November webinar focused on how employers can create shared value with employees, suppliers, and communities. We heard from business leaders about the role of business in creating an economy that works for all.
